At a moment when artificial intelligence is rapidly embedding itself into everything from writing and diagnostics to decision-making and governance, Swiss AI Academy is throwing down a clear challenge: AI should not make humans weaker.
Unveiled this week in Davos, alongside the World Economic Forum Annual Meeting, the Bionic Context Protocol (BCP) is a 14-principle framework aimed squarely at one of the most uncomfortable questions in modern tech adoption: What happens to human judgment when machines do more of the thinking?
According to the Academy, the answer depends less on whether organizations adopt AI and more on how they do it.
“How you use AI matters as much as whether you use AI,” said Shaje Ganny, co-founder of Swiss AI Academy. “When people passively accept AI outputs, capabilities degrade. When AI is designed to keep humans thinking and challenging, capabilities strengthen.”
That framing—AI as either a cognitive crutch or a cognitive amplifier—sits at the heart of the BCP.
A Problem Hiding in Plain Sight: Adoption Is Outrunning Safeguards
AI deployment is moving fast. Governance frameworks, workforce training models, and human-centered safeguards are not.
Recent research underscores the concern. A 2025 MIT Media Lab study found that participants who relied heavily on AI writing tools showed weaker neural connectivity and struggled to recall their own work. Researchers labeled the effect “cognitive debt”—a modern parallel to automation complacency observed in earlier industrial systems.
The issue isn’t new. Aviation, healthcare, and nuclear energy have all wrestled with versions of it for decades. When humans become passive supervisors of automated systems, skills decay. When those systems fail—as they inevitably do—the human operator may no longer be ready to intervene.
What’s different now is scale. AI tools are no longer confined to safety-critical industries or trained specialists. They’re being adopted by knowledge workers, managers, educators, and students—often with little guidance on preserving human agency in the loop.
Current responses, Swiss AI Academy argues, are fragmented. Researchers study the phenomenon. Ethicists debate principles. Enterprises write internal policies. Governments publish high-level guidelines.
BCP’s ambition is to unify those efforts into something operational.
From Principles to Practice: What the Bionic Context Protocol Is
The Bionic Context Protocol is released as version 0.6, explicitly framed as a consultation draft rather than a finished doctrine. It lays out 14 principles designed to ensure AI systems are implemented in ways that reinforce—not replace—human thinking, judgment, and accountability.
Rather than positioning AI as a standalone intelligence, BCP treats it as part of a human–machine system, where context, challenge, and feedback loops are essential.
The framework operates across three levels of protection:
- Individual – Preserving personal agency, independent thinking, and skill development.
- Organizational – Ensuring efficiency metrics don’t override human capability, responsibility, or judgment.
- Societal – Safeguarding a community’s collective ability to shape its future, rather than outsourcing decisions to opaque systems.
In practical terms, that means designing AI workflows where humans are expected to question outputs, understand reasoning boundaries, and remain accountable for outcomes.
Evolution vs. Erosion: A Critical Distinction
One of the protocol’s most notable contributions is a conceptual distinction that’s often missing from AI debates: capability evolution versus capability erosion.
Capability evolution, according to BCP, happens when societies intentionally decide which skills to develop, adapt, or retire. Capability erosion occurs when skills quietly disappear as an unintended side effect of systems optimized for speed, scale, or cost.
The difference is subtle—but consequential.
Replacing manual navigation with GPS may be evolution if users understand the tradeoff. Losing spatial reasoning entirely because no alternative exists is erosion. The same logic applies to writing, diagnosis, strategic planning, and leadership decision-making in AI-rich environments.
BCP’s goal is to make those tradeoffs explicit—and manageable.
Built on Decades of Automation Research
Although BCP is new, its intellectual roots are not. Swiss AI Academy says the protocol draws on four decades of research into automation bias, skill decay, and human–machine interaction from safety-critical domains.
In aviation, pilots trained to challenge autopilot systems perform better during emergencies. In healthcare, clinicians who actively engage decision-support tools make fewer catastrophic errors than those who defer unquestioningly.
BCP translates those lessons into the modern AI era—where generative models can produce convincing answers at unprecedented speed, often without signaling uncertainty.
A Global, Open Call for Contributors
Swiss AI Academy is not positioning BCP as a closed standard. Instead, the organization is issuing a global call for contributors to complete and operationalize the framework.
The Academy is recruiting workstream leaders and participants across five areas:
- Governance architecture – How organizations embed BCP into policy and oversight
- Evidence synthesis – Consolidating research on cognitive impact and human–AI interaction
- Implementation tools – Practical templates, workflows, and design patterns
- Measurement systems – Metrics to detect capability strengthening or erosion
- Sector-specific applications – Adapting BCP for fields like education, healthcare, finance, and government
“A small group cannot carry this alone,” Ganny said. “We need researchers, practitioners, educators, and policymakers who understand what is at stake.”

Why This Matters Now
The launch of BCP comes amid a broader shift in AI discourse. The conversation is moving beyond raw performance benchmarks and into second-order effects: workforce readiness, trust, accountability, and long-term societal resilience.
As generative AI becomes embedded in everyday workflows, the risk isn’t just misinformation or bias—it’s deskilling by default.
Swiss AI Academy’s position is clear: the future doesn’t have to be one where AI replaces human judgment. But getting the alternative requires intentional design, governance, and measurement—not after-the-fact ethics statements.
BCP won’t solve that challenge on its own. But it offers something the AI ecosystem has been missing: a shared, practical framework for ensuring that intelligence—human and artificial—evolves together.
Whether it gains traction will depend on whether organizations are willing to slow down just enough to think about what they might otherwise lose.
