That’s the central takeaway from the 2026 State of DevOps Report released by Perforce Software, which surveyed 820 global technology professionals—more than half of them C-level executives—on AI adoption, governance, costs, and the evolving role of DevOps.
The conclusion is blunt: DevOps hasn’t failed. Incomplete DevOps has.
Organizations with mature DevOps practices are dramatically more successful at embedding and scaling AI across their software delivery lifecycle (SDLC). Those still struggling with fragmented pipelines and manual controls? They’re feeling the drag.
DevOps Maturity Is the AI Multiplier
Seventy percent of respondents say DevOps maturity materially affects AI success. The data shows a sharp divide:
- 72% of high-maturity organizations have AI embedded across their SDLC
- 43% of mid-maturity organizations do
- Just 18% of low-maturity organizations have achieved similar AI embedding
The message is clear: AI thrives in disciplined environments.
Teams with strong automation, collaborative workflows, auditability, and governance frameworks are better positioned to operationalize AI—not just experiment with it.

For enterprises chasing generative AI ROI, that distinction matters. AI initiatives layered on top of brittle DevOps foundations may generate demos—but not durable business outcomes.
Testing Is Where the Shift Is Most Visible
If AI is reshaping DevOps, it’s most visible in testing.
Perforce released a companion report focused on AI-augmented testing, and the numbers suggest a meaningful role transformation underway:
- 53% say developers are now authoring tests directly
- 55% report QA teams shifting toward quality analytics over execution
- 41% say QA is evolving into Quality Engineering (QE)
- 39% cite increased orchestration across pipelines, environments, and data
- 38% say business analysts are involved in test creation
Meanwhile, 87% of respondents believe AI will allow engineers to focus less on scripting and more on system design and directing outcomes—a so-called “shift-up” in responsibilities.
In practical terms, AI is automating repetitive test execution and scripting tasks, pushing QA teams toward analytics, orchestration, and governance. Developers, meanwhile, are taking greater ownership of test authoring, blurring traditional silos.
This aligns with a broader industry trend: the rise of platform engineering and cross-functional product teams where boundaries between dev, QA, and operations continue to erode.
Measuring Outcomes, Not Just Activity
Another notable shift: how teams define success.
Instead of tracking execution-heavy metrics—like number of tests run or tickets closed—organizations are increasingly tying DevOps and AI efforts to business outcomes:
- 50% measure AI value via customer retention or acquisition
- 48% cite faster delivery
- 44% point to revenue or market share impact
This reflects a maturation in DevOps thinking. Metrics are moving from activity-based (velocity, deployments, execution counts) to impact-based (retention, revenue, competitive advantage).
For boards and executive teams funding AI initiatives, that shift makes reporting more defensible—and more demanding.
Confidence Is High. Governance Isn’t.
One of the more striking contrasts in the report: organizations are confident in AI outputs—but far less confident in how they govern them.
- 77% express confidence in AI outputs
- 57% cite operational efficiency gains
- 49% say productivity ROI is top-of-mind
- 47% prioritize improved developer experience
Yet governance remains fragmented:
- Compliance oversight is split across multiple functions
- Only 39% have fully automated audit trails
Without automated audit trails, measuring AI performance becomes costly and inconsistent. In regulated industries, that gap isn’t just inconvenient—it’s risky.

That tension—speed versus control—defines much of today’s AI rollout landscape.
Cloud and Energy Costs: The Quiet Constraint
AI may be delivering value, but it’s not cheap.
While 74% of respondents say AI meets or exceeds expectations, cost pressures are real:
- 74% say cloud/compute costs and energy usage influence AI adoption decisions
- 37% cite them as limiting factors
As AI workloads scale, compute and energy demands increase—especially for training and inference-heavy models. For enterprises operating at scale, those costs can quickly reshape ROI calculations.
In an era where CFOs are scrutinizing cloud spend and sustainability targets are tightening, AI adoption isn’t purely a technical decision. It’s financial and environmental.
The Bigger Picture: AI as a DevOps Stress Test
Perforce’s findings reinforce a broader industry reality: AI is acting as a stress test for DevOps maturity.
Organizations that invested early in automation, pipeline discipline, security controls, and cross-team collaboration are now accelerating AI across the SDLC. Those that treated DevOps as tooling rather than culture are discovering bottlenecks.
The narrative that “AI will replace DevOps” misses the point. AI is becoming another layer in the delivery stack—one that demands even tighter integration, governance, and measurement.
For enterprises still in mid-maturity DevOps phases, the takeaway is strategic: finish the DevOps journey before expecting AI to deliver transformative impact.
Otherwise, AI may expose more gaps than gains.
