LONDON & TALLINN, ESTONIA – 24 October 2025: CybExer, a global cyber range technology leader, has today announced that it is developing a new AI enabled Active Cyber Defence Solution that will enhance how organisations prepare for and respond to cyber threats. The initiative focuses on combining artificial intelligence, offensive cyber tools and cyber range technology into a single solution that supports proactive defence and scalable training.
The solution will introduce new ways to test, evaluate and strengthen cyber resilience in realistic, controlled environments. By integrating AI assisted offensive capabilities into cyber ranges, organisations will be able to simulate evolving threats, proactively engage with them and improve their defensive strategies more effectively. Traditional approaches such as manual red teaming are often resource intensive and difficult to scale, and this project seeks to address those limitations with a more automated and adaptable solution.
While the initial focus is on use within cyber ranges, the technology is being developed with scalability in mind, enabling future deployment in contexts such as national defence and critical infrastructure. The research outcomes will also support the implementation of active cyber defence strategies beyond cyber range environments.
A key focus of the project is advancing the implementation of AI functionalities within cyber ranges, an area where CybExer has already established itself as a global pioneer. The company is currently the only one in the world with capabilities at this level, combining AI driven cyber range technology with expertise in AI warfare and AI based cyber defence tools.
CybExer leads the development of the solution, drawing on its deep experience in cyber range technology and cybersecurity exercises. Project partners include CR14, a state established cyber competence centre that operates multiple NATO level cyber ranges, and the Cyber-Defence Campus of armasuisse. CybExer and the Cyber-Defence Campus have a close and long-term collaboration focused on applying artificial intelligence to demanding defence use cases.
Together, the organisations are conducting joint research on how AI can support decision-making in cyber operations, enhance the automation of defensive and offensive actions, and make cyber range based training environments more realistic and adaptive. This joint research provides a strong foundation for the new solution and supports the transition of research into practical, deployable active cyber defence capabilities.
The Cyber-Defence Campus contributes its expertise in AI, red teaming and cybersecurity research to strengthen the overall project. Its work focuses on advancing the scientific and operational understanding of how AI can support modern cyber defence, particularly in the area of red team automation and realistic training environments.
The solution’s modular design will allow it to integrate with various cyber range platforms and be deployed flexibly as a standalone tool, part of an exercise or an additional feature within a broader training environment. It represents a significant step forward in the application of AI to active cyber defence as well as in the continued evolution of cyber ranges toward future operational requirements.
The project is supported by Enterprise Estonia with €494,200 in funding, contributing to a total project size of more than €700,000. Through this initiative, CybExer continues to strengthen its leadership in the field of AI enabled cyber ranges and drive the development of new capabilities that improve readiness and resilience against advanced cyber threats.
