NetDragon and OUM Forge Global Model for “AI + Open Education”
Education is entering a new era—one where AI meets accessibility. In a move that could redefine how open and distance learning is delivered worldwide, NetDragon Websoft Holdings has signed a strategic Memorandum of Understanding (MOU) with Open University Malaysia (OUM).
The partnership, sealed in Fuzhou, Changle, unites NetDragon’s strength in digital technology with OUM’s leadership in open education. Together, they plan to create a comprehensive AI-powered digital education ecosystem, complete with smart analytics, blockchain credentials, and gamified learning tools.
The signing was witnessed by Dr. Simon Leung, Vice Chairman of NetDragon, and Prof. Datin Dr. Santhi Raghavan, OUM’s Vice President for Learner Experience and Technology.
The Next Frontier: Intelligent, Data-Driven Learning
Under the agreement, the two organizations will collaborate on AI-driven digital content, learning analytics, and blockchain-based credentialing systems. The goal is to make education not only more personalized, but also more secure and verifiable.
NetDragon and OUM will integrate intelligent analytics tools into OUM’s Learning Management System (LMS), including a psychological wellness dashboard and AI-enhanced psychometric profiling system. These tools will allow instructors to better understand student engagement, emotion, and behavior—enabling real-time, tailored interventions that boost learning outcomes.
The partnership also includes plans to establish a joint AI Research and Innovation Laboratory focused on instructional design, gamified learning, and ethical AI practices in education.
Blockchain, Micro-Credentials, and Lifelong Learning
In an age where credentials need both portability and authenticity, the collaboration will explore blockchain-backed digital certification and micro-credentialing systems to strengthen trust in academic achievements.
The two institutions also plan to develop micro-credential courses, technical and vocational training (TVET) programs, and language certification services. These offerings aim to align education with industry needs and lifelong learning objectives, ensuring graduates are employable and future-ready.
Through OUM’s extensive partner network, the initiative will also advance digital education ecosystems across the Asia-Pacific region and beyond—supporting policy dialogues and thought leadership around the future of open universities.

For NetDragon, this partnership fits squarely within its global education strategy, which already spans 190 countries and numerous Belt and Road initiatives.

And according to Prof. Datin Dr. Santhi Raghavan, OUM’s focus on learner experience aligns naturally with NetDragon’s AI Content Factory and gamified learning model—tools that could set new standards in digital pedagogy.
