Moro Hub, the digital subsidiary of Dubai Electricity and Water Authority (DEWA), has partnered with Rafay, a leader in infrastructure and AI workload automation, to roll out a sovereign, GPU-powered Platform-as-a-Service (PaaS) aimed at accelerating AI adoption across the UAE. The deal was signed at GITEX Technology Week 2025 by Moro Hub CEO Mohammed Bin Sulaiman and Rafay Chief Product Officer Mohan Atreya.
The collaboration gives Moro Hub customers on-demand access to GPU infrastructure, generative AI services, and ready-to-use AI applications—all through a secure, self-service portal. The service also includes integrated governance, role-based access controls (RBAC), and cost transparency, combining flexibility with compliance.

The partnership blends Moro Hub’s trusted, government-backed ecosystem with Rafay’s advanced infrastructure automation, allowing enterprises and government entities to leverage next-generation AI capabilities without the operational overhead. This frees organizations to focus on innovation, efficiency, and business value while ensuring full compliance with UAE data sovereignty requirements.
